Lavaels are celestial beings that seek to keep peace and order throughout the multiverse. They can be summoned by a long and complicated ritual, and are commonly trusted as neutral arbiters that will enforce binding contracts. Lavaels loathe dubious or deceitful pacts, and so many wealthy and upstanding merchants, clergy, aristocrats, and the like seek their services to enforce their dealings, while the more unscrupulous elite try to avoid Lavaels.
A Lavael has the form of an anthropomorphic lion, but in place of its face, it simply bears a joyful, white porcelain mask. It also has large wings that appear to be made from clouds. Most Lavaels wear capes that glimmer with one star for every contract that they are enforcing or have successfully enforced, so these capes are seen as signs of status among Lavaels.

| Plane Step (2/Rest). The Levael may teleport to a different plane of existence. It chooses where it appears on the plane.
Pact Keeper. The Levael may facilitate an agreement between two or more parties if it deems the agreement to be fair and not overtly harmful to any entity in the agreement or outside the agreement. The agreement might be binding until a specific date or in perpetuity. If any party violates the agreement, the Levael supernaturally becomes aware of this and seeks out the wrongful party to exact vengeance. Second Strike. If a party that has broken a contract approved by the Levael repents and reenters the contract, then breaks the contract a second time, the Levael may cast Kill on the creature that violated the contract. This counts as a divine spell for the Levael and the Levael can cast this spell in this way ignoring all typical requirements. The Levael can cast the spell regardless of how far away it is from its target, even if they are on different planes of existence. Divine Enforcer.
