Features
Malleable Form. When the Dust Devil moves, it can pass through spaces as small as 1 inch. If it ends its turn in any space too small for a Medium sized creature, it teleports to the nearest unoccupied space and takes 5 (1d10) Psychic damage.

False Appearance. The Dust Devil can assume the appearance of a harmless swirl of sand. It can maintain this appearance indefinitely, but if it makes an attack or uses any ability that deals damage, it cannot use this ability again for 10 minutes.

Sandstorm (1/Day). Using CHA, the Dust Devil can cast the Sandstorm Primal Invocation.

Primal Chants. Using CHA, the Dust Devil can innately cast the Gust and Mist chants and the Sensory Illusion cantrip, which counts as primal when cast in this way.

Actions

The Dust Devil can take FOUR of the following actions, or take the same action four times.

Move. The Dust Devil can move up to its speed.

Dust Whip. Reach 10 ft Natural Weapon. +5 vs AR. Hit: 8 (1d6+5) sharp and the target falls Prone if it is Large or smaller.

Desert Spirit. The Dust Devil can cast one of its primal chants.

OR the Dust Devil can take TWO of the following actions, or take the same action twice...

Move. The Dust Devil can move up to its speed.

Dust Whip. Reach 10 ft Natural Weapon. +5 vs AR. Hit: 8 (1d6+5) sharp and the target falls Prone if it is Large or smaller.

...AND take ONE of the following actions.

Choking Whirlwind. Reach 5 ft Natural Weapon. +5 vs REF. Hit: 10 (1d10+5) sharp and the Dust Devil moves to occupy the same space as the target. The target becomes Blinded, Restrained (escape DC 15), and is Suffocating. If it escapes being Restrained, it ends all three conditions and enters an unoccupied adjacent space. If the Dust Devil moves off the target’s space, the effects immediately end.

Desert Fiend. The Dust Devil can innately cast the Billowing Fog, Grounded, and Minor Illusion Primal and Arcane spells. It can cast these magical abilities at will, ignoring the normal casting times and requirements.
