Its true form, that of a mangy, snarling wolf, the Shoulf is a menacing sight. But this cunning creature scarcely reveals its true form until it is ready to make a kill. More often, it appears as a seemingly harmless sheep, effortlessly blending into flocks that graze the pastoral landscapes.

The Shoulf appears as a sheep to manipulate both prey and predator. In its innocuous form, it can approach unsuspecting sheep and devour them with ease. When it appears to be a sheep, it might also wander into a dangerous area and lure would-be predators to what they anticipate being an easy snack. The Shoulf will then cast off its disguise and dismantle the lesser predator.

Shapechanger. The Shoulf has two forms. Its true form is Wolf Form, and in this form it looks like a hulking, overly- muscular wolf. It can take Sheep Form to look like a fluffy, adorable sheep. It can only use certain abilities while in one form or the other. Otherwise, its stats are unaffected by which form it is using. Detecting a Shoulf when it is in Sheep Form requires a DC 20 AWR/Perceiving or AWR/Intuiting check.

Therapy Animal. (Sheep Form Only) While the Shoulf appears to be a sheep, a creature that pets it for 10 minutes gains the benefits of the Reorient primal invocation.

Freezing Fear. (Wolf Form Only) If the Shoulf damages a creature that is Prone and was Enthralled by the Shoulf less than 10 minutes ago, then the creature becomes Frightened of the Shoulf for 1 minute. While Frightened in this way, its speed becomes 0. The creature can make a DC 14 CHA check at the end of each of its turns, ending the effect and becoming immune to this ability for 24 hours on a success.

Pack Tactics. The Shoulf gains a +2 bonus to attacks if it has a conscious ally within 5 ft of its target.

Actions

When in Sheep Form, the Shoulf can MOVE and take ONE of the following actions

Move. The Shoulf can move up to its speed.

Baa. Ranged 40 ft Natural Weapon. +4 vs WILL. Hit: The creature is Enthralled by the Shoulf until the start of the Shoulf’s next turn and cannot be Charmed, Demoralized, Enthralled, Frightened, or Shaken by any other source during this time.

Counting Sheep. Reach 10 ft Natural Weapon. +4 vs WILL. Hit: A creature is Dazed until the end of the Shoulf’s next turn. If a creature is already Dazed when this ability hits, it becomes Stunned; if it was already Stunned, it falls Unconscious and begins dreaming happily.

Shoulf Surprise. The Shoulf changes its form.

When in Wolf Form, the Shoulf can MOVE and take TWO of the following actions, or take the same action twice.

Move. The Shoulf can move up to its speed.

Bite. Reach 5 ft Melee Weapon. +4 vs AR. Hit: 7 (1d6+4) sharp, then a secondary attack: +4 vs FORT. Hit: Creature falls Prone.

Growl. The Shoulf can prepare its Growl.

Shoulf Surprise. The Shoulf changes its form.

Reactions
Growl (1/Round). If the Shoulf prepared its growl, then when a creature moves into melee distance of the Shoulf, it can reactively make a Bite attack.
