These writs are furled scrolls, each marked with a unique seal imprinted with a touch of magic. Seals essentially act as fingerprints to the owners, making them difficult to forge, and may be signed over to individuals to be cashed in for their value in a specific currency. Each writ carries an assigned value that can only be changed at a toll house, or the central bank.
Even within Bridgemoor, travel is a pain. It takes 8 hours of constant travel to reach either side of the city, so citizens will rarely leave their local areas, splitting the city itself in several smaller, insular districts. Moorfolk from Eastbridge will go their entire lives never mingling with those from Westbridge, and vice versa. It is common for citizens to plan for overnight stays at their favorite inns when visiting markets and festivals on opposite sides of the city.
