This small, hand-carved whistle appears to be made of ivory. When blown, a trail of smoke exits the whistle and takes the form of a black horse. This horse has the Draft Horse stat block. It appears in an unoccupied space within 20 ft of you, obeys your mental commands, and lasts for up to 24 hours, until dismissed for 1 AP, or until reaching 0 HP. Once this whistle has been activated, it cannot be activated again for three days.
