You may spend the item’s charge and spend 2 AP to make a CHA/Intimidating check vs a living target’s WILL. On a hit, the target gains the Phobic condition for 24 hours. You choose the phobia. It can be a specific creature, a type of animal or plant, a color, or a concept, such as the number seven. It cannot be something fundamental to the creature’s existence, such as breathing, eating, or their own face.
