*Holy Water Vial.

A holy water vial can be created by an ordained member of the clergy who has Divine Power 3 or more. Such a creature may make no more than 2 vials of holy water per day. Holy water remains blessed for 24 hours, whereupon it becomes mundane again.

Any creature in possession of a container can douse themself or another creature as though administering a potion.

A creature doused in holy water gains 1d4 Shield HP that expires after 2 minutes (12 rounds). Creatures with the undead or fiend tags are Shaken when attacking a creature that was doused within the past 2 minutes.

A creature in possession of a container of holy water that you have made can spend 2 AP to throw the holy water. The holy water has a thrown range of 20 ft and uses DEX, targeting the REF of every creature within a 5 ft radius. A creature may choose to be hit automatically. On a hit, the creature gains 1d4 Shield HP, unless it has the fiend or undead tag, in which case it takes 1d10 radiant damage.
